Enchilada Sauce
4 Tb. flour
1/4 c. oil
2 T. chili powder
4 cloves garlic, minced
1 c. tomato sauce
1 tsp. salt
cayenne pepper to taste
2 c. hot water
Combine all ingredients, simmer on stove till thickens a bit.
